Special Section was a branch of Starfleet responsible for espionage. In 2281, Special Section sent Hikaru Sulu to the Romulan Star Empire to investigate the kidnapping of Federation Warrantors of Peace. (TOS novel Dwellers in the Crucible) This organizations relationship to Starfleet Intelligence is not made clear.
